French Helideck Requirements

France has specific requirements for helicopter operations on vessels operating in French waters or calling at French ports. The Direction Générale de l'Aviation Civile (DGAC) is the French civil aviation authority responsible for aviation regulation, while the Direction des Affaires Maritimes (DAM) oversees maritime safety.

For helideck operations in French territory (including overseas departments and territories such as Monaco approaches, Corsica, and the French Riviera), operators must be aware of the following:

  • DGAC Authorisation — commercial helicopter operations in French airspace require authorisation from the DGAC. Foreign AOC holders must hold a valid TCO (Third Country Operator) authorisation from EASA, which France recognises as an EASA member state.
  • Arrêté du 21 mars 2011 — the French ministerial decree governing heliport and helideck requirements, referencing ICAO Annex 14 Vol II and specifying national variations.
  • Hélistation application — for establishing a regular helicopter landing site (hélistation), including on vessels that repeatedly call at French ports, a formal application to the Préfecture and DGAC may be required. This involves a safety study (étude de sécurité), environmental impact assessment, and consultation with local authorities.
  • NOTAM and flight plan requirements — all helicopter flights in French airspace must comply with French AIP (Aeronautical Information Publication) requirements, including NOTAM submission for movements to and from vessels.
  • Monaco specific — helicopter operations into Monaco use the Nice Côte d'Azur approach and are subject to French ATC. Operations from vessels anchored in or near Monaco territorial waters are subject to both Monegasque and French regulations.

Yacht operators planning Mediterranean itineraries that include France should engage with their AOC holder and aviation legal counsel to ensure all French-specific requirements are met before the first flight in French airspace.

AOC Registries & Verification

Before engaging any helicopter operator for commercial operations, verify their Air Operator Certificate (AOC) through the relevant civil aviation authority registry. Below are links to official AOC databases.

Always request a copy of the operator's AOC and verify it directly with the issuing authority. An AOC should specify the aircraft types, operations approved, and geographic limitations.

Approved Training Organisations

Helideck safety training — including HLO, HDA, and helideck firefighting courses — should be obtained from recognised and accredited providers. Below are categories of training organisations.
